Here's the complete ballot from the MSHSAA vote:

*1. (471-9) Amends Article III, section 5-a of the MSHSAA Constitution to address the change to an on-line submittal of membership and sports registration information.
*2. (315-154) Amends Article III, Membership, of the MSHSAA Constitution by adding new Sections 6, 7, and 8 to allow for Affiliate Registered Schools on a two-year, experimental basis. Effective July 1, 2008
*3. (457-22) Amends Article IV, Section 7 of the MSHSAA Constitution, Duties of the Executive Director, to allow the executive director to make editorial and formatting changes to the by-laws as described.
4. (310-102) Amends By-Law 106, High School Cooperative Sponsorships, by deleting the requirement that one or both of the schools be without the program for the year preceding the cooperative sponsorship. Effective for next classification cycle.
5. (366-43) Amends By-Law 106, High School Cooperative Sponsorships, by changing the date which applications must be submitted for cooperative sponsorships for all activities except football. Effective for next classification cycle.
6. (371-102) Creates new By-Law 107 to allow for cooperative sponsorships at the junior-high level.
7. (294-119) Amends By-Law 153 to clarify that a head cheerleading or dance coach must satisfactorily complete the Coaches Education Program and that an assistant coach must complete this program prior to any subsequent year.
8. (469-11) Amends By-Law 162 to remove unnecessary language regarding contest protests.
9. (479-1) Editorial only, Amends By-Law 213 for structure and flow. This amendment does not cause a change in the requirement for students.
10. (310-102) Amends By-Law 213-a, Academic Requirements for Grades 9-12, to increase the minimum requirement for academic eligibility from 2.5 units of credit or 70% of the maximum-allowable credits, whichever is greater to a new standard of 3.0 units of credit of 80% of the maximum-allowable credits, whichever is greater. Effective July 1, 2009.
11. (227-184) Amends By-Law 213, Academic Requirements for Grades 9-12, to allow a student to be eligible to represent a member school in interscholastic activities provided the student is enrolled at the member school and is taking at least two classes at the school, plus classes through MoVIP that would allow the student to reach the minimum academic standard.
12. (206-79) Amends By-Law 213, Academic Requirements for Grades 7-8, to reduce the grading period for eligibility for junior-high students from a semester-based system to a "period no less than six weeks and no greater than nine weeks where progress is determined and reported to the students or parents."
13. (242-43) Amends By-Law 213-d, Summer School for Grades 7-8, to include the restriction on correspondence courses and credits being applied to fall academic eligibility to be consistent with the same requirement for Grades 9-12.
14. (470-9) Amends By-Law 234, Certification of Eligibility, to reflect the change to an on-line submittal of student eligibility information and allow the Board to set the schedule by which eligibility information must be submitted.
15. (279-199) Amends By-Law 238.3-a-2, Residence and Transfer Requirements, to return to the previous wording (prior to 1997) that would allow students at the point of promotion to be eligible at the school of their choice, rather than based on residency.
16. (438-38) Amends By-Law 238.3-a-2, Residence and Transfer Requirements, to specifically define the point of promotion as the first entry into the ninth grade.
17. (455-16) Amends By-Law 238, Residence and Transfer Requirements, to allow full eligibility for junior high students following a hardship transfer, if the principals of both schools agree to the hardship circumstances, approve the transfer and indicate the transfer was not made for athletic reasons or undue influence.
18. (466-11) Amends By-Law 238.3-b-2, Transfer Forms, to clarify when a transfer form must be used.
19. (410-18) Amends By-Law 254, to require the use of the new MSHSAA on-line eligibility certification system.
20. (211-6) Amends By-Law 263, to require the use of the new MSHSAA on-line eligibility certification system.
21. (386-23) Amends By-Law 271, to require the use of the new MSHSAA on-line eligibility certification system.
22. (173-9) Amends By-Law 284, to require the use of the new MSHSAA on-line eligibility certification system.
23. (331-14) Amends By-Law 294, to require the use of the new MSHSAA on-line eligibility certification system.
24. (91-321) Would have amended By-Law 312, District and State Tournaments, to add a provision for separate district and state championship series for public and nonpublic member high schools in all sports except football.
25. (169-91) Amends three by-laws to allow for a new football playoff system involving twice as many schools and one additional round. The by-laws changed are By-Law 322, to move the first-allowable football contest date one week earlier to the Thursday of Week 8; By-Law 355-e to reduce the number of required practices prior to the preseason interscholastic scrimmages from 14 to 9 days of physical conditioning practices; and By-Law 355-i to move the first-allowable date for the preseason interscholastic football scrimmages one week earlier to the Friday or Saturday of Week 7. Effective July 1, 2008.
26. (358-54) Amends the planned change to By-Law 323 to maintain the current first-allowable contest date for basketball as the Monday of Week 21 to allow for the traditional Thanksgiving basketball tournaments to continue.
27. (168-7) Amends By-Law 325.0-a-6 and By-Law 325.0-c-5 to add a third scheduling option for soccer to include 20 games and 1 tournament.
28. (333-39) Amends By-Law 443, Administration of Music Festivals, to allow for the recording of large-group performances, beginning in 2007-08.
29. (285-51) Amends By-Law 640, Academic Competition Season Limits, to allow an academic competition team to participate in a national event in the summertime, only if the school has advanced from a qualifying event that takes place during the school season.
30. (319-13) Deletes By-Law 650, Academic Competition Protests, as the procedures for protest are outlined in the academic competition game rules and Academic Competition Manual.
31. (276-58) Adds new By-Law 660, to require attendance at a MSHSAA academic competition rules meeting by the head coach every other year.
